3G for sure, such a mobile device must be served with data plan.

i use  my iphone to tether my wifi ipad, so far so good. It's not as troublesome as you may think, and you get to save the data plan for iPAD.

If you have a smart phone and will be tethering, you may just get the WiFi version to save some hundreds.
And 3G may not be enough nowadays, tethering via a LTE supported phones maybe what you would do frequently later, which the built in 3G of the iPad may become less meaningful.
