That's no good at all, although starting from Nehalem, Intel's TDP is more or less exaggerated.

That means one of the following scenario:
1. Process variation is too large, then some batches of the quad-cores cannot meet 77W TDP target
2. Intel finds out that 77W TDP and 95W TDP shares the same thermal design

無乜要推頻住, 因為AMD俾唔夠壓力, 低d頻亦會提高yield (重點)

Same cooler, so have to mark back 95W.
If TDP = 65W may be change to full Al cooler instead of Al/Cu cooler.

不過如果超頻 係熱過同級 Sandy Bridge , 電壓上限亦都相應低左
