i5-2xxx should have a lower idle power consumption comparing to Q8400, but on full load the i5 won't be saving much more.

Actually, if you always leave your computer idle, you don't need to deal with the low power CPU at all.
Idle consumption of T and Non-T CPU has minimal difference.

Get a 2700k if you are gaming, or get a E3-1230 if you do not want to overclock.

3k is around 50% faster comparing to 2k, but just ignore it, you won't see it if you are not gaming with it or encoding.
All these will be nothing for GTA5.
