File Manager should be available as SkyDrive app in WP8, not sure if it will follow in RT.

At this moment, you can manage your file in desktop mode. Or would you think bringing the desktop into WP is a good idea?

NO, but it doesn't sound good to remove desktop mode from WinRT, if that's to be considered a productive machine.
Actions like moving files and managing them is still much smoother on the desktop, but not quite on metro.
