More accurately, the guys who design this machine are responsible for this bug and they are in Japan(not sure). Engineers in Hong Kong are only fixing the devices for customers, for bugs they have to report back to somewhere like a headquarter.

from two of my tests, the red dots problem is not really serious
Discussing with some dpreview guys,
stars can be obtained even with F4, so I think the red dot bug is not really a great matter at all.
