As some cheaper models only fuse tel cable/TV cable, only the power cord are protected by surge suppressor.

If you are using the one for power cord, it should be only fusing for phone cords.
FOr the protection, can't PCCW side provide it?

As you have said the surge comes via their network, it should be their responsibility.
