If you are talking about the transactions on the web interface,
they deduct the amount right away on seller's request, but the actual payment will be pending until they really have shipped the items, this holds for almost all sellers including Amazon.
If you cancel your order, the amount will be compensated as a deposit on the web interface later, but actually the amount has never been changed in your bank account.
You can try placing order for expensive items, cancel it, order again and cancel........and see how fast your account balance turns zero.
