I don't think touch panel should be on a laptop screen since user will have to hold their arm in the air. That's just tiring
even tho the screen can be tilted and be flattened, the keyboard/body is still in the way and users still have to hold their arms in their air...
It may looks good in picture or even the first few try, but i doubt it will add any functional advantage.
I would say that's a fail design.
