Just found that Windows 7 has its own VPN server built in;
you can set a VPN server without using any 3rd-party software.

Here is the tutorial,

That way you can set a temporary VPN server when you are traveling in China, without getting a router with that function.

Yes, but good enough for a normal user,
and you don't need to allow admin accounts access on the server side.
